A. Call to Order:
Chairman Mitchell called the meeting to order at 5:32 p.m.

B. Minutes:
Member Taylor moved to approve the minutes of March 11, 2009. The motion was seconded by Member Thomas and was carried with a 5-0 voice vote.

E. New Business:
E.1 Consideration/Accept Application for Naming the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or “The Ed & Lillian Pederson Memorial for Fallen City Employees,” Submitted by Applicant, Arts & Humanities Commission
Chairman Mitchell announced that the Commission is meeting to review, consider and accept the Application for naming the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or “The Ed & Lillian Pederson Memorial for Fallen City Employees”, submitted by Applicant, Arts & Humanities Commission
In response to Chairman Mitchell, City Clerk Leija conveyed that the Pederson family suggested two possible names for naming the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or “The Ed & Lillian Pederson Memorial for Fallen City Employees.” Either of these names would work for the Pederson Family, but it would be the Heritage Commission’s recommendation to the City Council to make the determination to select the name of the Memorial for Fallen City Employees.
Chairman Mitchell stated that the Arts & Humanities Commission’s application request is for naming the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or “The Ed & Lillian Pederson Memorial for Fallen City Employees.” They submitted the application under the two (2) categories; Commemorative Naming - Honoring a Person and Naming Based on a Financial Contribution (One time contribution or over a period of time toward the development of a project). The application is hereto attached as Exhibit “A”.
Victor Hammond, Member of Arts & Humanities Commission presented the Commission’s application.
City Clerk Leija offered a background information, the Mayor and City Council about a year ago, came to the Arts & Humanities Commission and asked if they would be in charge of commissioning a piece of art to memorialize fallen city employees. At that time, there was no donor for the project and the Mayor instructed to use the city funds for this project. The Arts & Humanities Commission contracted Margaret Joplin, Artist, to design & install the art piece for the memorial. Moving forward with the project, the Council asked for the Arts & Humanities Commission to find a location for the memorial. The Commission selected an area in front (south) of the City Hall. Landscaping & seatwall will be placed in this area. The total cost for this project is approximately $50,000. Mayor Jackson was able to contact the Jim Pederson and the family stepped up to provide the funding if they will be given the opportunity to name it on behalf of their parents. The family would like the project named after their parents (Ed Pederson, who was Casa Grande’s First City Manager, and his wife Lillian a long time nurse at Homako Hospital in Casa Grande.)
Chairman Mitchell stated that looking at the criteria for naming opportunity, “Commemorative Naming - Honoring a Person,” Mr. Ed Pederson being the first City Manager and served for sometime, certainly deserves this recognition. With regards, to the criteria “Naming Based on a One-Time Financial Contribution” this proposal certainly qualifies for the naming opportunity.
Member Abdallah moved to accept the application submitted by the Arts & Humanities Commission to name the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or “The Ed & Lillian Pederson Memorial for Fallen City Employees.” under the Commemorative Naming and Financial Contribution. Member Taylor seconded the motion and was carried unanimously.
E.2 Schedule Public Hearing for Naming the Memorial for Fallen City Employees as “The Ed & Lillian Pederson Memorial Plaza” or
“The Ed & Lillian Pederson Memorial for Fallen City Employees,”
Member Taylor moved to hold a public hearing on November 12, 2009, at 5:30 p.m. to allow comments from the public on the proposed naming opportunity. Member Benedict seconded the motion and was carried unanimously.

City Clerk Leija reminded the Commission to attend of the following events:
Cook Plaza Dedication – October 26, 2009 at Pinal Avenue (in front of La Posada Trailer Park), 5:00 pm
17th Annual Appreciation Dinner for Boards & Commission – November 3, 2009 at The Property Conference Center, 6:00 pm
