The mission of the Planning and Development Department is to set the stage for long term public and private actions that achieve orderly development; ensure the adequate provision of public facilities and services; enhances the economic viability of the City; provides an efficient and effective transportation system; and promotes high quality housing and neighborhood revitalization.

The Planning and Development Department provides planning assistance, which will continually improve the quality of life for Casa Grande residents.  It is under the Department’s care to ensure that there is balance of land uses throughout the City and the Planning Boundary.

Development Center Development Center

The Development Center processes applications for the following:


• Current Planning – Processes requests related to Rezoning, Subdivision of land, Conditional Use Permit, Major/minor Site Plan, Housing Product, Amendments, Abandonment of Plats, and Comprehensive Sign Plan.

• Permits – Processes requests for the Right of Way Permit, Temporary Use Permit, Home Occupation Permit, Building Permit, Special Event Permit, Sign Permit, Pool Permit, and Wall Permit.

• Addressing – Processes requests for a new building address and addresses for existing buildings brought into the City limits.

• Plan Review – Processes plans for approval of the civil improvements, building, landscaping and site plans, and plats.

• Development Team Meeting – Schedule meetings between applicant and staff, and route materials for staff review.

• Inspection – Processes inspection requests from customers on building construction projects.


Housing Division Housing Division

The Housing division provides assistance to residents and clients who are qualified to receive housing programs.  It also administers the following housing programs to eligible applicants:


• Self-Help Housing Program – This program provides low cost, subsidized interest housing to low income families using the “Sweat Equity” method.

• Community Development Block Grant Program – This program helps communities on various eligible projects that provides for decent housing, a suitable living environment and expand economic opportunities for persons of low and moderate income.

• Neighborhood Revitalization Program – This program provides services to low and moderate income families for housing rehabilitation and home ownership opportunities.  It provides assistance to any homeowners regardless of income, for voluntary demolition of dilapidated structures that are uninhabitable.  This program also provides Counseling and Technical Assistance for property owners willing to improve their property using the Do-It-Yourself method and/or private financing.

• Rural Development Housing & Community Facilities Program – This program is used primarily to help very low- and low-income households construct their own homes.


Long Range Planning Long Range Planning

The Long Range Planning division manages the following:

• General Plan Updates – Updates to the City’s General Plan normally occurs every 10 years unless the City experiences rapid growth that an update is needed before the 10th year.  This service area provides staffing and technical support during the City’s effort to update the plan.

• Zoning Map Updates – The last official zoning map was in 1987.  The City is working towards a parcel based zoning map. Staff is doing the update in-house in coordination with other departments to achieve a user-friendly zoning map that can be accessed online and updated regularly.

• Annexation – Processes annexation requests to ensure compliance of the State Statute.

• Census 2010 – Census count is done every 10 years. The City will partner with the Census Bureau to ensure that everyone is counted for in the City of Casa Grande during Census count 2010.
