Step-by-Step Annexation Process (Summary)

1. Schedule a pre-application meeting with the Planning & Development Department. A concept plan and project narrative must be provided at least 10 days prior to the meeting.
2. The applicant submits annexation petition signatures from all property owners within the proposed annexation area.
3. City Council considers and adopts the annexation ordinance, typically with two readings.
4. The annexation becomes final following the statutory waiting period after ordinance adoption, subject to any legal challenges.

Concept Plan (Pre-Application Requirement) Checklist

The concept plan submitted for the pre-application meeting should include sufficient detail for staff review, including:

• Location of the property relative to existing City limits
• Current and proposed land uses
• Access points to the property and nearby access within approximately 200 feet
• Property boundaries and adjacent land uses
• Existing land uses on adjacent properties
• A table summarizing land use allocations (acres and percentages)

Arizona Annexation Law (A.R.S. § 9-471)

Arizona Revised Statutes § 9-471 governs municipal annexations. Key requirements include:

• The territory proposed for annexation must be contiguous to the City of Casa Grande.
• A blank annexation petition, including a legal description and accurate map, must be filed with the county recorder before signatures are collected.
