What Is a Plat?

A plat is a surveyed map that establishes or modifies the legal layout of lots, tracts, easements, and rights-of-way. Plats are governed by the City of Casa Grande Subdivision Ordinance (Title 16) and are required for many land divisions.

When Is a Plat Required?

Generally, a plat is required when land is proposed to be divided into four (4) or more lots or parcels, or when any land division includes a new street. Plats are also required for condominium projects and many projects located within a Planned Area Development (PAD).

Step-by-Step Plat Approval Process (Summary)

1. Preliminary Plat (Public Hearing)

  1. Schedule a required pre-application meeting with Planning staff. A concept plan and project narrative are typically provided prior to the pre-application or Development Team Meeting.
  2. Prepare the preliminary plat and supporting materials using the City’s checklist.
  3. Submit the preliminary plat application and checklist to cgplanning@casagrandeaz.gov.
  4. Pay applicable fees and upload files using the City-provided link.
  5. Mailed notice to surrounding owners a minimum of 300 feet: Prepared and mailed by City staff.
  6. City staff reviews the application.

2. Final Plat (City Council Approval & Recordation)

  1. Prepare the final plat consistent with the approved preliminary plat and City requirements.
  2. Submit the final plat application and checklist to Planning.
  3. City staff reviews the final plat for compliance.
  4. Mailed notice to surrounding owners a minimum of 300 feet: Prepared and mailed by City staff.
  5. After approval and required signatures, the final plat is recorded with the County Recorder.

Plat Application Submittal Checklist

  • Completed Plat application form.
  • Submittal materials checklist sheet.
  • Preliminary or Final Plat drawings prepared by a registered professional.
  • Supporting reports and plans as required (engineering, drainage, grading, title, etc.).
  • Owner authorization, if the applicant is not the property owner.

Public Notice Chapter 17.66

For preliminary and final plats, City staff mails notice to property owners within at least 300 feet of the site. The Planning Director may expand the notification radius based on site-specific conditions.

Fees

  • Preliminary Plat: $1,800 plus $10 per lot
  • Preliminary Plat Extension: $500
  • Final Plat: $840 plus $10 per lot
  • Resubdivision or Expired Preliminary Plat: $880 plus $10 per lot
  • Final Plat Vacation: $210
  • Traffic Impact Study (if required): $600
  • Final Engineering Reports: $300 per report
  • Technology Recovery Fee: 5% of applicable review fees
