Florence Boulevard Streetscape

What is the purpose of the project?

The Florence Boulevard Streetscape Design project is intended to be a transformative project by creating a full streetscape design from I-10 to Pinal Avenue. It is intended to enhance the image and quality of life for the City of Casa Grande and its residents. City leadership, citizens, and stakeholders have played an important role in developing the design concept. 

The project incorporates street layout, landscape, hardscape, parking, signage, branding, and other design aspects of streetscape and transportation design. 

It is designed to create and incorporate a strong multi-modal transportation configuration to include pedestrian sidewalks, bike lanes, and automobiles.

The proposed plan consists of three segments. 1) The Freeway Section, 2) the Midtown Section, and 3) the Downtown Section.

Phase I: The Freeway Section

  • The proposed plan recommends the Freeway Section increase travel lanes from four to six lanes (three lanes each direction) from I-10 to Henness Road.

Phase II: The Midtown Section

  • The proposed plan recommends the Midtown Section remain the same at four lanes (two lanes each direction) from Henness Road to Brown Avenue.

Phase III: The Downtown Section

  • The proposed plan of the downtown section will maintain the existing five lanes, extending from Brown Avenue to Pinal Avenue.

Was a traffic study conducted?

Yes. A traffic study was conducted in December 2022 during peak hours. 

Will emergency vehicles be able to travel down Florence Boulevard with all the changes?

Yes. Both the Fire Department and Police Department have reviewed the design and have stated that response times will not be affected. 

How much will the project cost?

Like many projects, the cost will not be determined until the construction drawings are underway. 

What are the next steps?

The City Council has allocated $3.9 million to begin designing and developing construction documents for the Freeway Segment. City staff are currently preparing the Request for Qualifications (RFQ) and expect to select a design consultant by Fall 2025. Additionally, the Council approved further funding for gateway signage in both the Freeway Segment and Downtown Casa Grande. These signs are the top priority for design and construction in 2026.
