Zoning Districts
UR - Urban Ranch
The purpose of the Urban Ranch Residential (UR) Zone is to provide principally for the development of single-family detached dwellings units at very low densities and to provide for the establishment and/or maintenance of a wide range of agricultural uses. The primary purpose of requiring larger minimum lot sizes is to assure an adequate area for the very low-density residential lifestyles that currently exist within the city limits and to continue to allow for the various forms of agricultural activities for indefinite periods of time.
This zone shall be applied to those city areas, which are not only generally rural in character, but also those areas, which may undergo more intensive development. In which case, the same zoning district shall be considered as a "holding" classification.
SH-Suburban Homestead
The purpose of the Suburban Homestead (SH) Zone is to provide principally for the development of single-family detached dwelling units at low densities and to provide for the establishment and/or maintenance of a wide range agricultural uses and associated conditional uses on large lots. The primary purpose of requiring larger minimum lot sizes is to assure an adequate area for the low-density residential lifestyles that currently exist within the city limits and to continue to allow for the various forms of agricultural activities for indefinite periods of time and to preserve the rich history of a rural nature within the City.
RR - Rural Ranch
The purpose of creating a Rural Ranch Residential Zone is to provide principally for the development of single-family detached dwelling units at very low densities and to provide for the establishment and/or maintenance of a wide range of agricultural uses. The primary purpose of requiring larger minimum lot sizes is to assure an adequate area for the very low-density residential lifestyles that currently exist within the city limits, to continue to allow for various forms of agricultural activities, and to help preserve the rich history of a rural nature within the City.
This zone shall be applied to those city areas, which are not only generally rural in character, but also those areas, which may undergo more intensive development. In which case, the same zoning district shall be considered as a "holding" classification.
R-1 - Single-Family Residential
The purpose of the R-1 Zone is to provide for the development of single-family detached dwellings and directly related complementary uses at a low density. The R-1 Zone is intended to be strictly residential in character with a minimum of disturbances due to traffic or overcrowding.
R-1a - Single Family Residential
The purpose of the R-1a Zone is to provide for the development of single-family dwellings and directly related complementary uses at a moderate density. The R-1a Zone is intended to be strictly residential in character with a minimum of disturbances due to traffic or overcrowding.
R-2 - Multi-Family Residential
The purpose of the R-2 Zone is to provide for medium density housing in multiple-family structures and directly related complementary uses. The R-2 Zone is designed to allow an economical use of land while creating an attractive, functional and safe residential environment.
R-3 - Multi-Family Residential
The purpose of the R-3 Zone is to provide for high-density housing in multiple family structures and directly related complementary uses. The R-3 Zone is designed to allow a highly economical use of land while creating an attractive, functional and safe residential environment.
R-4 - Mobile Home Residential
The purpose of the R-4 Zone is to promote affordable housing and make economical use of the land by allowing the development of mobile home communities at medium densities.
I-1 - Garden and Light Industrial
(Fabrication and assembly of goods from previously prepared materials)
The purpose of the I-1 Garden and Light Industrial Zone is to provide for the accommodation of light manufacturing uses and warehousing in a comprehensively planned and attractive setting and in a manner which will not be detrimental to activities in adjacent commercial or residential neighborhoods by reason of but not limited to excessive noise, odor, smoke, dust, vibrations, fumes, or glare. Retail activity is allowed only as an accessory use and provided that the retailing is associated with the principal use at the site.
I-2 - General Industrial Zone
(Businesses that utilize raw materials in their manufacturing process)
The purpose of the I-2 General Industrial Zone is to provide for the development of industries which, because of the nature of their operation, appearance, traffic generation, or emission, would not be compatible with land uses in other zoning districts, but which, nevertheless, are necessary and desirable activities in the city.
B-1 - Neighborhood Business Zone
The purpose of the B-1 Zone is to provide for the establishment of local centers for convenient retail or service outlets which deal directly with the consumer for whom the goods or services are intended. These centers are to provide services and goods primarily for the surrounding neighborhood and are not intended to draw customers from the entire community.
B-2 - General Business Zone
The purpose of the B-2 Zone is to provide for low-intensity, retail or service outlets which deal directly with the consumer for whom the goods or services are intended. The uses allowed in this district are to provide goods and services on a community market scale and located in areas which are served by arterial street facilities.
B-3 - Central Business Zone
The purpose of the B-3 Zone is to provide for high-intensity, retail or service outlets which deal directly with the consumer for whom the goods or services are intended. The uses allowed in this district are to provide goods and services on a community market scale.
B-4 - Community Service Zone
The purpose of the B-4 Community Services Zone is to provide for land-intensive retail, service, or manufacturing operations. These services should be located in concentrated service areas with good accessibility to the public but should be carefully buffered from other uses and visibly buffered from arterial streets.
Commercial Office Zone
The commercial office (CO) zoning district is established to provide for well-designed and attractive professional, administrative, and business offices of a residential scale and character on sites in appropriate locations to serve the nearby residential and commercial areas. The commercial office zoning district is characterized by low volumes of direct customer contact and is designed to provide a transition of development between residential neighborhoods and more intense land uses, districts, and heavily traveled transportation routes. The principal uses permitted in this district are professional, semi-professional, administrative, and business offices, and branch offices for banks and similar financial institutions.

A. As an alternative to conventional zoning and development approaches and processes, the Planned Area Development (P.A.D.) procedures and regulations are set forth to enhance the city's development growth in order that the public health, safety, and general welfare be preserved as Casa Grande increasingly urbanizes; to encourage innovations in residential, commercial, and industrial development so that greater opportunities for better housing, recreation, shopping, and employment, may extend to all citizens and residents of Casa Grande; to reflect changes in the technology of land development; to encourage a more creative approach in the utilization of land in order to accomplish a more efficient, aesthetic, and desirable development which may be characterized by special features of the geography, topography, size or shape of a particular property, and to provide a compatible and stable developed environment, in harmony with that of the surrounding area.
B. The P.A.D. may include any development having one or more principal use or structure on a single parcel of ground or contiguous parcels. The P.A.D. shall consist of a harmonious selection of users and groupings of buildings, parking areas, circulation and open spaces, and shall be designed as an integrated unit, in such a manner as to constitute a safe, efficient and convenient urban area development. Planned Area Development (P.A.D.)-Recreational Vehicle (RV) Park Overlay Zoning District
The purpose of the recreational vehicle park overlay zoning district is to accommodate recreational vehicle park development at higher residential densities with sufficient open space provided for park users. The planned area development-recreational vehicle park overlay zoning district is designed to allow for an economical use of land while creating an attractive, functional and safe environment that is compatible with surrounding properties. Ideal locations will feature accessibility from an arterial street, available utilities, and close proximity to services which will meet the needs of anticipated users.
